In the Philippines, the answer is rarely straightforward. Property values are shaped by a wide range of factors, assessed through different methodologies, and referenced differently depending on the purpose of the valuation. This guide explains how it all works, whether you are on the buying, selling, or investing side of a transaction.

What Is Property Valuation?

Property valuation is the process of estimating the market value of a real estate asset at a specific point in time. It is conducted by a licensed real estate appraiser accredited by the Professional Regulation Commission (PRC) and follows internationally recognized standards.

The output is a formal appraisal report, a professionally prepared document stating the appraiser's opinion of value and the methodology used to reach it. This report is recognized by banks, the BIR, courts, and other institutions as a credible, independent basis for decision-making.

It is worth distinguishing between a formal appraisal and a broker's price opinion. A broker's estimate can be a useful starting point, but only a licensed appraiser can produce a report recognized for official purposes such as loan applications, estate tax filings, and legal proceedings.

The Different Types of Value

"Value" in real estate is not a single fixed figure. Different types exist for different purposes, and confusing them is one of the most common mistakes owners and buyers make.

Market value is the estimated price at which a property would change hands between a willing buyer and a willing seller, both acting knowledgeably and without compulsion. This is what a professional appraisal seeks to determine and the most relevant figure for buyers and sellers.

Zonal value is the minimum value per square meter assigned by the BIR to properties in specific locations, used as the basis for computing capital gains tax, documentary stamp tax, and estate tax. Zonal values are generally lower than actual market values, sometimes significantly so in areas that have appreciated rapidly.

Assessed value is the value determined by the local government unit for real property tax purposes. It is typically a fraction of actual market value.

Replacement cost value is the estimated cost of replacing improvements at current construction costs, less depreciation. This is used primarily in insurance contexts.

Understanding which type of value applies in any given context is essential to avoiding costly misunderstandings.

The Three Valuation Approaches

Appraisers use three internationally recognized approaches depending on the type of property and the purpose of the valuation.

The Sales Comparison Approach

The most commonly used method for residential properties. It is based on the principle that a rational buyer will not pay more for a property than the cost of acquiring a comparable alternative. The appraiser identifies recent sales of similar properties, adjusts for differences in size, condition, location, and features, and arrives at a value conclusion.

The reliability of this approach depends on the availability of recent, genuinely comparable sales. In active urban markets this is straightforward. In provincial or rural areas, finding truly comparable transactions can be more challenging.

The Income Approach

Used primarily for income-producing properties such as rental apartments, office buildings, and commercial spaces. It estimates value based on the income the property generates or is capable of generating. The appraiser calculates the property's net operating income and applies a market-derived capitalization rate to arrive at a value.

For investors, this approach is particularly useful for assessing whether a property is priced fairly relative to the rental income it can realistically produce.

The Cost Approach

This method values the land separately from any improvements, then adds them together. Land value is typically estimated using the sales comparison approach, while improvements are valued at current replacement cost less depreciation.

The cost approach is most relevant for special-purpose properties, newly constructed buildings, and situations where comparable sales are scarce. It is also commonly used as a cross-check against the other methods.

What Drives Property Value in the Philippines

Certain factors consistently influence property value regardless of which approach is applied.

Location remains the single most important determinant of value. Proximity to business districts, transport hubs, schools, hospitals, and commercial centers contributes positively. Flood-prone areas, poor road access, and adverse neighboring uses are penalized accordingly.

Accessibility and infrastructure. New road networks, mass transit lines, and major infrastructure projects have historically driven significant appreciation in properties along their paths.

Land size and characteristics. Regular-shaped lots are generally more valuable than irregular ones. Corner lots often command a premium. Low-lying or flood-prone lots are discounted.

Building size, age, and condition. Total floor area, physical condition, age, and quality of construction all factor into the valuation. A well-maintained property commands a higher value than a comparable one in poor condition.

Amenities and building management. For condominiums, the quality of amenities and the track record of building management contribute meaningfully to value. Well-managed buildings consistently command a premium.

Zoning and permitted use. What a property can legally be used for directly affects its value. A commercially zoned property in a high-traffic area is worth considerably more than a residentially zoned lot in the same location.

Supply and demand. An oversupply of units in a particular submarket suppresses values and rental rates, while strong demand in an undersupplied location drives appreciation.

Common Valuation Mistakes to Avoid

Anchoring to the purchase price. Buyers do not care what you paid. They assess value based on what the property is worth today relative to other available options.

Overestimating the value of renovations. Not all improvements recover their cost in the sale price. Appraisers assess the contribution of renovations to market value, not their replacement cost.

Using the wrong value reference. Zonal values and assessed values are tax references, not market references. Using them as pricing benchmarks can lead to significant mispricing.

Ignoring negative value factors. Flood risk, poor building management, noise, and limited natural light will all be reflected in an objective valuation, even if owners tend to overlook them.

Relying on asking prices rather than transacted prices. What properties are listed for and what they actually sell for are often different figures. Comparable analysis should be based on actual transacted prices wherever possible.
