Nearly 70% of the entire accommodation pipeline is planned in internationally connected destinations — reflecting how central air access and infrastructure have become to developer decision-making. International operators make up 47% of the pipeline, but local champions Hotel101, Henann, and Savea continue to lead the homegrown scene. Nationwide, Mactan Island tops all destinations with 4,655 keys across 11 projects. Since the 2024 report, the pipeline has grown 14%, with more projects now targeting upscale and luxury segments. As supply expands, public-private alignment on infrastructure, connectivity, and long-term tourism strategy remains essential.
